Question: What is the level of seniority expected for lecturing-only awards?
Answer: The level of seniority varies enormously with the award.  Some are for tenured faculty only; some require at least assistant professor level; some are open to adjunct or new lecturers.  The level of experience is usually specified in the award description.


Question: There is no mention of rank on the lecturing award I am looking at. Should I assume assistant professor is adequate?
Answer: If there is no mention of rank, assistant professor should be fine; but if in doubt, check with the program officer.


Question: In the "significant professional accomplishment" section, can you list things that are not necessarily formalized in terms of an award or publication, such as the digitizing of an image collection, e.g.
Answer: Yes, you can list any relevant significant professional accomplishments.  Fulbright is a very flexible program.


Question: What about your publications? I haven't really published yet. I am finishing up a research project now.
Answer: You're expected to have publications appropriate to your stage of career.  If you're applying for one of the relatively few post-doc awards, you would not be expected to have as much publication as for an award designed for senior faculty.


Question: Most of my experience has been at a small teaching college, and I wonder whether selection committees would see that as a positive or negative or neither?
Answer: Experience at a teaching college is particularly strong for lecturing awards. Mention it in your project proposal, discuss how much teaching of many different topics you've done, and how this will help you be responsive and flexible in a new situation.
