Question: Is it necessary to identify potential hosts?  I am applying for an award that lists several locations for that country, and any would be fine.
Answer:  It depends on the country. For some countries, most applicants do not have hosts in mind. The choice is made later, during the placement process.  If you have a preference, of course, note it.  I would suggest making your flexibility part of your proposal, or you might mention several possible hosts that you know offer courses in your field, to show that you've done some research on the country.

Question: I have been in contact with the host college, should I pass my proposal to them before sending it to Fulbright people?
Answer: It helps you to have a good match between the letter of invitation and your proposed grant activity; one of way of ensuring that is certainly to show them your project proposal, though you're not required to.
