An
important development in the East Asia and the Pacific Program
was the introduction of distinguished scholar grants in Hong Kong
and the Philippines. In Hong Kong, the Commission chose a distinguished
economist as the first recipient of a distinguished lecturing
award. The scholar focused on the changing pattern of foreign
direct investment and the role of multinational corporations in
economic development and technology transfer in the Asia and Pacific
regions. In addition to serving as the president of Lingnan College,
which was founded in 1967 to carry on the traditions of the former
Lingnan University in Guangzhou (Canton), China, the scholar has
been a member of the Legislative Council in 1991-92 and the Executive
Council in 1992-97.
Since returning to his home country, he has served on a number
of advisory committees to the Hong Kong government. During his
week-long visit to the United States in October 1998, he lectured
at several east coast institutions, including the School of Advanced
International Studies at Johns Hopkins University, Princeton,
Harvard and Yale. He returned in December for speaking engagements
at several west coast universities and the Asian Business League
of San Francisco. The scholar's lecturing topics included "Hong
Kong and China after the Asian Financial Crisis" and "The End
of East Asia's Economic Miracle."
