The Roster is a list of all approved candidates who are eligible to be matched with incoming Fulbright Senior Specialists project requests from non-U.S. post-secondary academic institutions. Fulbright commissions and U.S. embassies have access to the Roster through a secure Web system. The Fulbright Senior Specialists Roster is not available to the general public.
How do I become a candidate on the Fulbright Senior Specialist Roster?
If you are interested in being on the roster of candidates, you must submit a complete application to CIES. Please review the eligibility requirements before applying. Those applicants who are recommended by the discipline peer review committee and approved by the J. William Fulbright Foreign Scholarship Board are placed on the Roster.
What is the deadline for receipt of applications?
Applications will be accepted and processed on a rolling basis. However, applications are only peer reviewed eight times per year. To view the peer review calendar click here. In order to meet the deadline for a review cycle both references must be submitted to CIES by that date.
Are all academic disciplines eligible for the Fulbright Senior Specialists Program?
No, there are a limited number of disciplines eligible, mostly in the social sciences and humanities.
Do I have to complete the online Specialists application all at once?
No, you may complete your application in a series of visits once you have registered. You may log into your application with your user ID and password through the Registered User link on the application login page.

No, once you successfully submit your application you will no longer have access to it. You will only be able to log in to view the status of your references. If you have submitted your application and realize you need to make changes, please contact FSSP staff at Fulspec@cies.iie.org.
If I don't speak a foreign language, am I eligible to apply?
Yes, most Specialists projects do not require fluency in a foreign language. Foreign language competency is only taken into consideration when such proficiency is specified in the project description.
I am a recent U.S. Fulbright Scholar grantee. Do I have to wait before I apply for the Senior Specialists Program?
Yes. Although you could technically apply for admission to the Fulbright Senior Specialists Roster at any time, the J. William Fulbright Foreign Scholarship Board has instituted a waiting period between long-term and short-term Fulbright grants. There must be two years between the end date of your previous Fulbright grant and the beginning date of your Specialist grant so you are advised to delay your application until you are eligible for selection for a Specialists grant.
I have had two previous Fulbright Scholar grants. Am I eligible to apply for the Fulbright Senior Specialists Program?
No, you are not eligible to apply for the Specialists Program under the new eligibility criteria established by the J. William Fulbright Foreign Scholarship Board. The maximum number of any combination of Fulbright awards for Senior Scholars is limited to two (a Specialist grant is considered one-half of a traditional Fulbright Scholar grant).
How does a Non-U.S. Post-Secondary Academic Institution submit a request for a Fulbright Senior Specialist?
Non-U.S. post-secondary academic institutions interested in requesting a Fulbright Senior Specialist must submit their requests through their local Fulbright Commission or the Public Affairs Section at the U.S. Embassy if no such commission exists. The Commission or Embassy distributes the project request forms to potential host institutions. CIES cannot receive project requests directly. To find out whether the program is being utilized in a specific country, host institutions should contact their local Fulbright Commission or U.S. Embassy Public Affairs Section.

No, all project requests must be submitted by non-U.S. post-secondary academic institutions to the appropriate Fulbright agency in their country.
Can I apply to the Fulbright Senior Specialists program to pursue my own research?
No, personal research is not an eligible activity for the Fulbright Senior Specialists Program. Eligible activities include but are not limited to:
- Conduct needs assessments, surveys, institutional or programmatic research at non-U.S. post-secondary academic institutions
- Take part in specialized academic programs and conferences in conjunction with other scheduled activities
- Consult with administrators and instructors of non-U.S. post-secondary institutions on faculty development
- Present lectures at graduate and undergraduate levels
- Participate in or lead seminars or workshops at non-U.S. post-secondary academic institutions
- Develop and/or assess academic curricula or educational materials at non-U.S. post-secondary academic institutions
- Conduct teacher-training programs at the tertiary level
Is the Fulbright Senior Specialists grant a travel grant?
No, it is not a travel grant. Fulbright Senior Specialists will travel abroad in response to requests from foreign academic institutions that have been submitted by U.S. embassies and Fulbright commissions and have been approved by the Bureau of Educational and Cultural Affairs.
Does the Fulbright Senior Specialists grant cover travel of a spouse or a family member?
No, the grant covers the international travel, in-country expenses (lodging, food and in-country transportation provided by the host institution) and $200 / day honorarium for the Senior Specialist grantee only.
What if I'm not available when I am contacted to ascertain my interest in being considered for a specific Specialist project request?
You will remain a candidate on the Senior Specialist Roster and will be contacted the next time a request comes in for which you are a potential match.
How long can I remain a candidate on the Fulbright Senior Specialist Roster?
An approved candidate may remain on the Roster for five years or until he or she has had two Specialists grants. If at any point you are no longer available or do not wish to participate in the program, you may withdraw your name by contacting Fulbright Senior Specialists Program staff at CIES.
