The Russian Federation, the world’s largest nation, covers more than 17 million square miles.  Its population spreads from the Baltic to the Pacific to the Arctic Ocean to the Black Sea, and is served by one of the largest and most famous educational systems anywhere.  The Russian education system was seriously challenged by the political, economic, and philosophical climates of the post-Soviet period. Russian universities and institutions labored to maintain academic excellence while preparing the country’s population for life in a changed world. Russia has since joined 45 other countries in signing the Bologna Agreement, a document that seeks to create a unified educational space from the Atlantic to the Pacific and a new center of educational power globally.

More recently, the Russian government named education as one of the country's high-priority national projects.  The results of this ongoing effort have been reflected in the Fulbright Community College programs to Russia and continue with the creation of seven federal universities. Russia is investing more than one billion dollars to create world-class centers of excellence that will drive socio-economic and scientific development and train new generations of Russian experts.

The Fulbright Scholar Program has sent American scholars and received Russian scholars since 1973. Beginning with only eight Americans and five Russians, it has grown to accommodate up to 50 scholars in each direction. The Fulbright Program allows American scholars to propose grants for lecturing, lecturing/research, or research. Placements may be requested for virtually any academic entity in the country.
