Until recently part of the country of Serbia and Montenegro and before that the Federal Republic of Yugoslavia, Serbia has encountered significant challenges during the past fifteen years.  The collapse of socialist Yugoslavia and regional war have affected the country deeply, yet Serbia has nonetheless retained the historical, cultural and geographical uniqueness for which the region has been know for centuries, if not millennia.
                           
Rugged mountains, pastoral plains, and numerous lakes comprise the natural topography of the country.  Archaeological sites dating from before the Romans and through the Byzantine Empire are interspersed with castles, churches, mosques, and other buildings of more recent vintage.  Cities such as Belgrade, Novi Sad, and Nis, as well as small cities, towns and villages, are centers of both culture and change.  And the people themselves represent a variety of ethnic, religious, and linguistic backgrounds.  Serbia encapsulates much of the diversity of environment, language and culture that have made the Balkans a vibrant region of Europe.

Since Milosevic was forced to step down in 2000, Serbia has embarked on far-reaching reform and reconstruction projects in all areas of society.  One of the most important changes has been the greater openness of the country to the outside world.  The Fulbright Program restarted in Serbia and Montenegro only in the academic year 2002-03 after a decade hiatus.  Grantees in art, environmental engineering, journalism, law, and child psychology, among other fields, have now served successfully.  American academics and professionals interested in applying for a grant to Serbia should be aware that the higher education system is very much in a period of flux, necessitating flexibility, creativity and initiative on the part of grantees.  This said, teaching and conducting research in Serbia has proven to be an extraordinary professional and personal experience for Fulbright grantees, and they hope many other Americans will become interested in applying for grants to this country.
