Biography

Andrey K. Demin (Russia) is President of the Russian Public Health Association and, since 1991, Professor of Department of Social Medicine, Economics and Organization of Health Care at the I.M. Sechenov Medical Academy in Moscow. His work has focused on public health challenges in Russia, social security, health and health policy and politics in comparative international perspective as well as on advocacy of public health interests and involvement of civil society into public health policy development.

Dr. Demin began his career as Assistant Lecturer of Social Hygiene and Health Care Organization and History of Medicine at O.W.Kuusinen Petrozavodsk State University from 1980-1984; in 1987 - 91, he was Junior and Senior Researcher in the Department of Health Care of Foreign Countries at N.A.Semashko Research Institute, Ministry of Health of USSR; and in 1990 - 91, Head Senior Researcher at the Research Institute of Medico - Social, Economic and Information Problems of Health Care, Ministry of Health of Russia.

Dr. Demin received an M.D. from O.W.Kuusinen Petrozavodsk State University in 1980; his Candidate of Medical Sciences in Social Hygiene and Organization of Health Care from the Specialized Dissertation Board, N.A.Semashko Research Institute, Ministry of Health of USSR in 1988; and a Doctor of Political Sciences in Political Problems of International Systems and Global Development, Highest Attestation Commission of Russia, 2001.

Dr. Demin served in the Administration of President of Russia as a Deputy Head of Department of Health Policy under the State Councilor for the President of the Russian Federation on Environment and Health in 1991-1992, and since 1993, has been a consultant on issues of environment, health and international security. He has participated in the preparation of key public health policy documents in Russia.

He is a member of the Governing Board of World Federation of Public Health Associations; the Scientific Council of European Public Health Association; the Editorial Board of "Zdrowie Publiczne" (Journal of the Ministry of Health of Poland); the NGO "Center for Russian Environmental Policy", and the Canadian Public Health Association.

Social Aspects of Public Health Challenges in Period of Globalization: The Case of Russia

Since 1991 Russia and a number of other countries have opened to process of globalization and rapid socio - economic change. This process has many facets. Process of globalization develops under leadership of western industrial countries of the world, which benefit from liberal - democratic model.

The study objectives:

1. To compare concept of public health in Russia and in developed countries. To explore public health implications of globalization. Positive and negative impact will be identified. The existing approaches to global public health policy and governance will be reviewed.

2. To analyze positive and negative social, economic and political implications of globalization for public health in Russia since 1991. To attempt comparative analysis in relation to specific global public health challenges, known as well as emerging ones, in Russia and in countries leading globalization process.

3. To identify success and failure in the efforts of national government, civil society and private business as well as of global public health community, relevant to public health challenges in Russia since 1991, and to relate impact of these efforts to socio - economic change.

4. To put forward proposals relevant to global public health policy and governance based on the research evidence. To identify the possible focus of joint health policy and governance depending on differences in public health concept in Russia and countries leading globalization.

The methodology of the study includes comparative analysis of socio-economic aspects of public health challenges, sociological survey of the key public health officials and experts. The study will benefit from the NCS focus on social aspects of public health challenges in period of globalization and will add to developing relevant proposals on public health policy and governance.
