Biography

Claudio Rama is a research and consultant in higher education and cultural industries. He has received 5 university degrees in Economics, postgraduate in Royalties and Marketing, Master in Management of Education and Doctor in Sciences of Education.
  
Rama has had a long experience in the cultural areas, communication and education as researcher, academic and national and international consultant. He has been Director of the National Institute of the Book, Director of the National System of Television (Channel 5) and Vice-president and President in charge of the Official Service of Diffusion, Radio Television and Spectacle of Uruguay. He was also Vice-president of the International Development of Communication for UNESCO, and between  2001 and  2006 he was appointed Director of the International Institute of UNESCO for Higher Education in Latin America and the Caribbean (IESALC) with headquarters in Venezuela. 

Dr. Rama’s areas of interest include investigation, teaching and action within the society of the knowledge with special attention to the economic dynamics of education and cultural industries. He has been a consultant for diverse international organizations (OIM, IDB, UNDP, UNESCO, CERLALC, ILCE and a variety of universities).
  
Dr. Rama has been, for several years, a university professor in Uruguay, Venezuela and Argentina. He has been a lecturer in more than 90 universities and academic institutions in more than 25 countries.  He has published dozens of articles and 9 books, for one he received the National Prize of Uruguay in 1999.

Abstract

The Complex Dynamics of Inequity in Higher Education in Latin America and the Caribbean: Could the Private Sector be the Answer?

Throughout Latin America, higher education has been structured with strong inequities of access due to the consequences of societal social differences and the admission tests administered by universities since the 70s. A complex shift from the traditional inequity of access for minorities (indigenous peoples, African Descendents, province inhabitants, low income groups and disabled peoples) to a new inequity of access, in terms of quality or tertiary education, is being articulated differently in each country of the region. These changes can be attributed to the combination of institutional differentiations, expansion of private education, the lack of strong standards and quality demands, and the educational will of the students.

This research will identify and shape the inequities of access, formulate policies within the context of education as an international public asset, and evaluate the policies of different university systems and governments. The study will include the research of the following issues: 1.The elitism process of public universities in Latin America (cause, modalities and magnitude).  2. The compensation mechanisms developed by some universities, including compensation proactive policies and the broadening of access mechanisms through institutional differentiation, particularly through distance education. 3. Answers and mechanisms promoted by governments. 4. Comparison of the diverse criteria to respond to equity issues. With the findings of this study I am fully confident that I will be able to contribute to a better educational structure based on quality in the context of freedom, for rendering tertiary educational services.
